An Azeri immigrant in Russia's northern city of Saint Petersburg has been charged with hiring hit men to kill his 21-year-old daughter for wearing a mini-skirt, police said today.

The man's arrest follows the detention last week of two other citizens of Azerbaijan, a majority Muslim state in the Caucasus, who confessed to murdering the girl, a university medical student.

“They admitted to being paid 100,000 rubles ($4140) by the girl's father. They said he wanted to punish his daughter for flouting national traditions and wearing a mini-skirt,” a police source told said today.

The girl was abducted on the street in Russia's second city on March 8, taken to the outskirts of Saint Petersburg and then shot twice in the head, the source said.

Russia mulls ending Chechen terror operation.

Russia is considering ending the decade-long effective state of war in Chechnya, an official said Thursday, in a move that could see the withdrawal of thousands of troops from the once restive republic.

The decree on the start of a "counter-terrorist operation" was passed in Chechnya under late president Boris Yeltsin in 1999 just months before he resigned and installed Vladimir Putin at the helm.
"Such an issue is being worked out but it's too early to talk about the time frame," a Kremlin official told AFP.

The official's remarks came in response to a surprise announcement by Ramzan Kadyrov, Chechnya's Moscow-backed strongman leader, who said Wednesday that authorities would pass a decree lifting all restrictions on Chechnya.  "I think at the end of March, on the 30-31, an official document about its completion will be signed," Kadyrov said.

"We have completely rooted out terrorism, although there is a certain circle of bandits that run around neighboring regions and make their appearance here. But they do not represent any threat for us," Kadyrov told reporters in comments released by his office.

He estimated the number of insurgents active in Chechnya at between 50 and 100, a far cry from the two full-scale wars that Russia fought with separatist forces.

Kadyrov met last week with Putin, who is now Russian prime minister but still believed to be the most powerful man in the country.

Putin's spokesman, Dmitry Peskov, confirmed Thursday that Putin and Kadyrov discussed security issues, among other topics, but said the final decision rested with the country's defense and law enforcement officials who report to President Dmitry Medvedev.

Canadian jets scare off Russian jet on eve of Obama visit.

Fighter jets were scrambled to intercept a Russian bomber in the Arctic as it approached Canadian airspace on the eve of President Barack Obama`s visit to Ottawa last week, Canada`s defence minister said on Friday.

Peter MacKay said the bomber never entered Canadian airspace. But he said two Canadian CF-18 jets met the bomber in international airspace and sent a `strong signal that they should back off. They met a Russian aircraft that was approaching Canadian airspace, and as they have done in previous occasions they sent very clear signals that are understood, that the aircraft was to turnaround, turn tail, and head back to their airspace, which it did,` MacKay said.
